In 2005, Sudan's opposing political parties from the northern and southern parts of the country signed a peace accord that ended Africa's longest-running civil war that killed an estimated 2.2 million people. In the January 2011 referendum an overwhelming majority of population of the south voted for independence. The nascent country’s challenges include the return and reintegration of internally displaced people, refugees and ex-combatants and the proliferation of small arms, particularly in urban areas.
As part of the DDD cooperation with the UNDP in what is going to become Southern Sudan in July 2011, Prof. Gerald Barber of Queens University is currently assisting in Juba by providing support to the development of the Government of Southern Sudan's Geographic Information System (GIS). The DDD initiative is intended to use principles of mapping and GIS to coordinate and strengthen national and state planning that will facilitate sustainable post-conflict recovery and the disarmament, demobilization and reintegration process of the affected population. Through basing the project selection and implementation on GIS identified community needs rather than political criteria, DDD hopes to help the Sudanese government to identify areas of risk and potential conflict and enhance dialogue on peace and development.
Disarmament, Demobilization and Reintegration Process

Two decades of civil war have left Sudan highly militarized. The Disarmament, Demobilization and Reintegration (DDR) process is an integral part of the Comprehensive Peace Agreement between the Government of National Unity and the Government of South Sudan. Monitoring and evaluation expert Ron Compton will support project management and evaluation. With the goal of creating a regular standing army and downsizing the Sudan People’s Liberation Army, the current phase is helping reintegrate 34,000. The second phase, in 2011, will help reintegrate 66,000 ex-combatants and women who provided support to combatants, the elderly, and the disabled.
